0 to 39: foundation
Critical collection, identity, or governance controls are not yet verified. Resolve those gaps before increasing dependence on automated channel optimization.
40 to 79: connected
The main signals exist, but reconciliation, lifecycle activation, or ownership still creates blind spots. Prioritize the unchecked controls closest to revenue and consent risk.
80 to 100: managed
The data system is ready for a consistent operating cadence. Continue monitoring releases, event quality, customer cohorts, and platform changes.

Keep evidence with every checked control
A useful scorecard is auditable. Save the consent-state test, event sample, reconciliation result, naming convention, segment definition, owner, and review date behind each checked item. That evidence lets the team distinguish a verified system from a configuration that merely appears in an app dashboard.
When an app, theme, checkout, market, or advertising destination changes, reopen the controls it can affect. A prior pass should not be treated as permanent proof.
